Technical Quality Standards

  1. All videos must be labeled with the following:
    • Program name
    • Public Access User name and address
    • Running time in hours, minutes and seconds (H:MM:SS)
  2. All video programming must be on high quality VHS, S-VHS tape or DVD. pbCAM reserves the right to reject any tape that has a history of tape head clogging, severe dropout or jamming.
  3. All VHS tapes should be recorded in the SP (Standard Play - 2 hour) speed.
  4. All videos shall have a minimum of 10 seconds, ideally 60 seconds, of blank or color bars recorded at the beginning and 60 seconds of the same at the end. Because of limitations of pbACT-20 equipment, tapes with more than 99 seconds of running time before the start of the program are unacceptable and will not be cablecast. This restriction does not apply to pbGOV-3.
  5. Programs should be no more than third generation with little noise or color smearing.
  6. Programs must have a continuous control track. That means no picture breakup during the playback INCLUDING the signal on the part of the tape indicated in section 4 above.
  7. Video copies of motion picture films, 16mm, 8mm or super 8 must be transferred to tape using the correct equipment to eliminate frame synch differential shutter bar.
