Town Manager's Report - August 14th

Plymouth Fire & Rescue: Chief Thomas Morrison is pleased to announce that Plymouth Fire Rescue has been awarded over $29,000.00 for the purchase and installation of a turnout gear washer and drying cabinet.

The funds are made available by the United States Department of Homeland Security through the Assistance to Firefighters Grant (AFG) Program.

Chief Morrison states “In keeping with our mission to promote awareness and prevent cancer, this grant will enable us to implement a streamlined process for cleaning and drying our gear. This will ensure that our firefighters are better protected from carcinogens and other contaminants. We are thankful for the efforts of Captain Steve Vachon who was the primary author of this grant application. We also appreciated the assistance of Consultant Greg Bavis from First Responder Grants.

National Night Out – Plymouth Police, Fire and Recreation: I want to thank the departments for participation in the National Night Out Held in Thornton. It was great to see so many departments come together and support this very important event. In my opinion, this is a great way to build a safer community, it allows the communities to come together in an effort to meet their neighbors and their Emergency Responders as well as breaking down barriers between the communities and the citizens, not to mention a time for the Emergency Responders to have time to talk and gather. Waterville Valley, Campton, Thornton, Plymouth, Ashland and Holderness participated.

FEMA-December 2022 Storm – Joe and Steve met with FEMA site representatives on Monday, July 31. They conducted site visits to damaged areas from the December 2022 storm.

Tenney Mountain Highway: Speed limit reduction from 40mph to 35mph will take place the last week of August. We will post in the weekly newsletter and on the towns website.

Budget 2024-2025: The Budget timeline has been posting on the Town Website under the Selectboard Tab, and was included in the newsletter on August 3rd.

Welfare Report: Marianne met and worked with 18 individuals and/or agencies during the month of July. I applaud her efforts in facilitating these cases, and providing guidance and resources.

Plymouth State University update: I will be meeting with Jessica Dutille on Tuesday, July 25th for our Monthly meeting. We discussed a number of items to include: Pirate Party thoughts on creating a Community/Business event, PSU Town Hall, PSU Move in and the Partner Brunch on August 16th.

Cluster Project/Economic Development: I continue to work with Jessica Dutille on the Cluster Project and meeting with her monthly.

LSSA: The LSSA Agreement has been executed by the Town and PSU, we are in the process of selecting a date for the first quarterly meeting.

Management Discussion & Analysis (MDA): We are currently working to update the MDA for 2022-2023 for the auditors. The purpose of the MDA is as management of the Town of Plymouth we offer readers of the Town of Plymouth this narrative overview and analysis of the financial activities of the Town of Plymouth, NH for the fiscal year ended June 30, 2023.

Fund Balance Policy: Anne and I are in the process of developing a Fund Balance Policy for your review. The purpose of this policy is to establish a key element of the financial stability of the Town by setting guidelines for fund balance. Unassigned fund balance is an important measure of economic stability.

Property Assessing update:

Re-Evaluation: The expected timeline is as follows: Letters will be sent to taxpayers on or about August 21st, the letter will include an update to their property values for the 2023 tax year, Informal hearings with tax payers to discuss the 2023 assessed value will be held during the first week in September. Appointments can be scheduled through the Town Office. Information will be available on the Towns Website www.plymouth-nh.org/departments-services/assessor/ .

Tax Exempt-Non-Profit Inspections: Inspections have been completed, and we should have a report the last week in September. This process has not been completed in the last 10 years; we will know have an up-to-date listing of Tax Exempt-Non-Profit property status.

Downtown Drainage Project: UPDATE

The project over the past two weeks is moving nicely along Main Street. I have had very positive comments from the Businesses and the Public. We will continue to meet with PVWSD every Wednesday morning taking a look back at the previous week, and a two week look ahead. We will continue to communicate the Two-Week Construction Schedule on Fridays in the Town’s Newsletter.Here is a rough outline of what has occurred:

I have worked with HEB Engineers and Granese on the following items over the past two weeks:

  • Main Street Road Alignment in the area of Lucky
  • Re-stripping of
  • Temporary paving complete on Warren Street
  • Russell Street construction starting within the next two weeks
  • Review daily Field Reports from HEB Engineers
  • Daily meetings with HEB Engineer Kevin Hamlin and Tom
  • Change Orders for Russell Street &
  • Detention Pond work progresses
  • Meet with businesses re any issues, complaints or
  • Soil Testing results have been provided to Selectboard member Neil McIver per his request from PVWSD – completed.
