A Message from the Town Manager - October

As the Town Manager, my job is to ensure that the Town maintains services, programs, and facilities that meet the needs of the community in a fiscally responsible manner. All of us who work for the Town of Plymouth are proud of the work that we do to serve our community and to keep Plymouth the special place it is. While we have accomplished many things in this past year together, I recognize there is still much work to be done.

As I work with Department Heads and the Selectboard, I maintain the following goals for our community, which Town employees are dedicated to achieving:

  • To have a safe, clean, comfortable, and healthy environment
  • To be a physically connected and involved community with a strong sense of identity
  • To have attractive residential neighborhoods and business districts
  • To retain a friendly, small-town atmosphere
  • To maintain a fiscally self-reliant Town government with effective basic municipal services

The Town has just completed our Annual Financial Audit. The Audit is completed by an outside firm, Roberge & COMPANY, P.C., CPAs providing auditing, accounting, financial reporting and related consulting and tax services for businesses and governments (counties, towns and school districts). As management of the Town of Plymouth, and part of the Auditing process, we offer readers of the Town of Plymouth our Management’s Discussion and Analysis to include a narrative overview and analysis of the financial activities of the Town for the fiscal year ending June 30, 2023, and a view of the upcoming fiscal year. The Town of Plymouth’s basic financial statement is comprised of four components:

  • – government-wide financial statement;
  • – fund financial statement;
  • – notes to the financial statement; and
  • – required supplementary

This will be available over the next few weeks. Additionally, we have invited Jim Roberge, Owner of Roberge & COMPANY, P.C., CPAs to a future Selectboard Meeting to provide an overview of this year’s Audit. The date will be announced as soon as it is confirmed.

Budget Process update: The Budget process is well underway; The Department Heads will have their budgets to myself and the Finance Director on September 29th.

Department Heads have been updating and analyzing their budgets, and providing input for the Capital Improvement Program. Department Heads will meet with myself and the Finance Director from October 2 through October 13, it is our plan to send the Budget to

the Advisory Budget Committee on October 18. Our plan is to meet with the Advisory Budget Committee on or around October 25. The Advisory Budget Committee will meet with Department Heads from October 26 through November 15.

The majority of the Downtown Construction project will wind down near the end of October with Drainage work, and Water & Sewer improvements completed. A course grade pavement will be put down from Warren Street to Tobey Road. Next Spring there will be finish work needed such as a final pavement, sidewalks, curbing and miscellaneous final grading and planting.

Dan Salzer our PBTV Station Manager has been working diligently on the design of a new Town website, he provided an overview to the Selectboard on September 25th. The website will be launched on October 1st. As you visit the website, you will notice improved performance, design and use of the website. The new website is fully ADA compliant, and as always if you have any suggestions for the website, please let us know.
